It is when you do it from the barrel of a gun or Governmental decree, as you are proposing.
You will find, Evil in and of itself, and I mean TRUE evil, is very seductive. It will give you something you want, or make a concession to you, for something far more precious. It will give you more scholarships and maybe even the eventual goal of "Spreading the wealth around", at the price of more Government, and more control.
Government will never create wealth, and by penalizing those who do, you are penalizing the whole of society.
There is one fundamental flaw to your reasoning, you expect the Government, who bankrupted SS, you correctly distribute the wealth. That's analogous to entrusting a Kleptomaniac to wire money to your brother in Dallas.
