Civilian means they would be called “police” just like the gestapo or basji or stasi.
Our man Bush signed federal legislation post-Katrina that allows our MILITARY to do just that. Posse Comitatus, Posse Comishmatus! It is now legal. No wonder he wants the troops home from Iraq and Afghanistan (as soon as he's finished invading Pahkeestaaahn).

This reminds me of a scene from The Lives Of Others about socialism in East Germany before the wall came down. Maybe Mr. Obama’s civilian force will spy on their neighbors and report unpatriotic activities to the Fed Govt, like listening to talk radio or speaking out against the Dear Leader.
Well, he had to do something to get around the 'enemies domestic' clause. Just another seizure of responsibility that belongs to 'we the people's' militia.
However, I have a thing for intellectual honesty, and this isn't what he was calling for.
What Obama was asking for was something like a highly-trained peace corp that could go overseas to places like Iraq and do a lot of the civilian-related activities the military is doing but maybe shouldn't be - like building schools and infrastructure, training teachers, etc - in countries like Iraq.
Could he turn this force around and use it domestically? Sure - but I'd be more concerned about him doing the same thing with the ACTUAL military than a bunch of faggy Peace Corp types.
