The neighbor observing the unside down flag should simply dial 911, report it to the dispatcher and let the authorities respond. If nothing of distress requiring their assistance is found, then the state can prosecute for false alarm.
A sign of distress doesn’t mean a sign of angst or monotonous languor.
The caller wil be prosecuted.
