Actually, rule is a term used to "govern" in most countries. In that context, it is understood to "govern." However, the founders of this nation made it point blank that here, elected representatives were servants to the people. Our elected representatives serve us. (Or at least they are suppose to.) All things considered, this little verbal nuance chosen by the transition staffer is outrageously poignant. They aren't gonna beat around the bush for long, that's for sure.
