The Constitution doesn't give Obama the power to address the issues that he wants to address. In fact, the people could practically shut down the federal government if they demanded that the feds start respecting the Constitution that they have sworn to defend, particularly the following statutes, in my opinion.
Article I, Section 8, Clause 18: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution (emphasis added) in the Government of the United States, or in any Department or Officer thereof.

10th Amendment: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Or do the people merely like to complain as opposed to actually getting the constitutionally-limited federal government that they want?

"The One" can ignore that old dusty rag, the constitution. His minions in congress can override any opposition and allow him to be our first Caesar for the greater glory of the democrat party.
