Every media outlet uses some government owned airwaves somewhere in their transmission, including cable TV, so if they apply it to Talk Radio they must apply it to CNN, MSNBC, Air America, etc. They must also ban the BBC because of jurisdictional issues and equal time.

That's a reasonable conclusion but remember the purpose of the Fairness Doctrine is to stifle dissent of socialism.
