I think this is a comparison to Joe the Plumber asking a simple question to which he gave an answer that included sucking his own toes. He really put his foot in his mouth with this one. First news conference and he is insulting an 87 widow of a former president. Really fitting considering his family was “off limits”

Wrigley = world's largest manufacturer of chewing gum, founded in the 1890s in, surprise, Chicago.

Wrigley Building = city landmark, anchor of Michigan Avenue's "Magnificent Mile" (cf. http://www.wrigley.com/about_us/the_wrigley_building.do).
