Best thing Bush ever did was set up a rival climate change panel outside of the UN which included China, India and Brazil, thereby shafting the Euro-weenies.
Go Bush...cram as many of these regulations in at the end as possible.

The one change most environmentalists want, a mandatory program to cut climate-warming greenhouse gas emissions, is not among these so-called "midnight regulations."
Bush doesn't have time to build 400 nuclear power plants. Obama will have to do that himself.
