Can this be done by executive order or does it have to go through congress?

During the first Gulf War (which I opposed at the time) there were rumors of a return to the draft. My mother was telling everyone that, if the draft were reinstated, she was going to send me to Canada. Whenever she said this I would just grimace and politely/respectfully ignore her comment. Even though I opposed that war, I had absolutely no intention of disgracing myself or turning my back on my country in a time of need.
Things are different now. Until the United States ends the scourge of abortion, turns away from socialism and returns to observation of the natural law, I will not shed one drop of blood for this country. Nor will I permit my son to do so.
When the balloon goes up, don’t come looking for me or mine. Doing so will only cause you pain.
