Don’t they have armored vehicles?
What would they do with that? They'll eventually distract him, and hit him with the bags, unless he just gives up first...They could cut loose the dogs, but he'd probably jump off the overpass. 3 hours now...Traffic in the region is just stopped dead, totally grid locked.
