How come an ILLEGAL gets PUBLIC HOUSING paid by taxpayers when they have been DENIED asylum?

As far as I know, illegals are not eligible for welfare or anything other than emergency medical services. However, social workers in many states do not ask for verification of status before signing them up for free handouts.
