Initial linkup to the network could be done using several sources...ThePirateBay would be a nice one. Access to the network could be controlled by admins and powered cryptographically...so as to kill off troublemakers and enforce rules.
You would have to shut the internet down to kill off a well designed P2P app....there are simply too many ways to distribute the data.
Plus off-shoring to another country. High-tech development is a lot faster then government buracracy.
