I tend to agree with apollo861; the worker who did the checking was being compared to someone following orders to light up gas chambers used to kill many people.
Obviously apollo861 wasn't the only one worked up.

If there is no policy that requires a request be in writing, then she was just doing another task her boss asked her to do.
