Toupee man.
I knew Charlie some 20 years ago when The Cook Report was fairly new. He looks identical in that pic to what he looked like 20 years ago ... his hair hasn’t changed in all that time (while I’m a helluva lot grayer). It could be that he lost his hair and got a toupee that looks like his hair did, or it could be that he colors it, or it could be that that is just his own hair.
