That is not an exact copy of the original McCain birth certificate, since it was issued in 1980. Nevertheless, it was issued under the authority of the Panama Canal Commission (note that it is bilingual) not under the auspices of the Republic of Panama (which would almost surely be exclusively in Spanish). Since that was the case, it is reasonable to assume that McCain was born under American, not Panamanian jurisdiction. So if he was born in Panama and not in the Canal Zone, his birth occurred under the jurisdiction of the Canal Zone, which would almost surely place it in a military hospital, i.e., on American soil.
