This is probably the most complete description I've heard... possibly the most correct.
Of course the tendency for this kind of thought process to become militant if wishes are not adhered to is an underlying theme.

I thought Obama's statement was pretty clear ~ he wants to set up the guard force for the Gulag he has planned for the rest of us. Imprisonment will come later.

Plus, he proposes to form a Classroom Corps, Health Corps, Clean Energy Corps, Veterans Corps, Homeland Security Corps, Global Energy Corps, and a Green Jobs Corps. Here a corps - there a corps - everywhere a corps corps.Hussein most certainly WILL create jobs--lots and lots of them.
Unfortunately, all of which will be totally useless and very expensive government jobs.
When it comes to a more expensive, more controlling, more intrusive, much bigger and more-all powerful government--

There is a very good reason why we have National Guard units under the control of each state instead of in control of the Federal Government. Posse Comitatus.
"The intent of the act is to prevent the military forces of the United States from becoming a national police force or guardia civil. Accordingly, the act prohibits the use of the military to execute the laws.

But ultimate national security requires someone to carry, and, if necessary, discharge a deadly weapon with intent to kill. This is something teachers, nurses and after-school workers are typically unaccustomed to doing as part of their service obligations.As opposed to the much larger number of bitter gun & Bible-clinging Conservatives.

a few of the arab terror organizations do a pretty good job in their civil divisions. He could use them as a model. Hisbolah comes to mind. Our constitution might be a problem though so we might look for ways around it or perhaps remove it as a barrier to progrss. /s

What will the "civilian national security force" get as an equivalent?
I know he was just running his mouth without a teleprompter when he said that, but he wants to be taken seriously. I'll take my first "middle class tax cut" in the form of a M-249 and 10,000 rounds of ammo. I'll pool my later tax cuts and take a M1A2 Abrams. They'll have more of those sitting around unused than Detroit has unsold cars.
