We talked about this yesterday, and if there are Federal Tax Liens against ACORN, I suspect they are most likely for delinquent payroll taxes. These amounts look like something the IRS would dispute on a Federal 941.
If there are tese kinds of problems with the Feds, there almost certainly are similar problems with the State Payroll Taxes as well. The two go hand-in-hand.
