It's 10 years altogether with at least 4 years after her 16th birthday. Being 18 at his birth that gives her only 2 years after her 16th birthday. Also,
The source also refused to answer question whether the original document on file with the Department of Health was a hospital-generated birth certificate or a registration of birth that may have been filed subsequent to the birth.

Birth certificates are NOT public records...especially if someone is still alive. The only person that can request a copy/certification of birth in most states is the person themselves.
I do a lot of geneaology research, and wanted a copy of my grandmother’s birth certificate which she had lost for information about her parents...and I could only get it after proving that I was indeed a relative and that she was deceased.

According to the newspaper, they are ninth cousins once removed, with their common ancestor being Mareen Duvall, a French Huguenot who settled in Maryland in the mid-1600s.) could ask for and receive a copy?
There doesn't seem to be any stipulation as to how close or distant the common ancestor has to be, only that they share the same common ancestor.
Son of presidents and tribal chiefs
Obama definitely has presidential timber in his family tree: He's distantly related to three U.S. presidents -- Harry S Truman, George W. Bush and George Herbert Walker Bush -- as well as to Vice President Dick Cheney.
Does anyone think that if the President asked for a copy that he would be turned down?
