If she has the b/c then doesn’t it prove he was born in Hawaii? Why would she have any other version?

Let’s say you are a hospital in HI back in the 60s and a young woman presents a baby to you whose umbilical cord indicates he is 6-9 days old.

Do you make an attempt to find if the mother is really a citizen of HI? Ask for friends, neighbors, anything?

Do you make a notation that you can’t certify this baby was born in HI? What do you do?
