Voila, BO is declared ineligible and she is chosen as his replacement.
Who would certify her as the replacement? Does the Constitution say Congress does this, or does it just go to Biden?

IIRC,The Electoral College determines. If they find Obama is not eligible they could still cast their votes anyway they choose (among the eligible candidates).

Many electors COULD switch to McCain. If no clear winner, they could compromise on McCain Biden, or Hillary Biden. Most likely NOT Hillary Pallin.... LOL.

I would think the consensus would have to be among the three on the ballot; so McCain Pallin, or Biden McCain, depending on which party got the most electors for President.????

I may be wrong, but I think legislation was passed by Congress and signed into law that has the Electorial College make the determination, and if that fails, then it falls to either the House alone or both the House and the Senate. (I think, LOL.)
