The document owner should do a high res scan into a PDF file and maybe add some electronic high-lighting of the relevant passages. The posted image is pretty hard to read.

Right clik over the image

Copy it to your clipboard

Open MS Word

Paste to Word document

Look at toolbar about the middle above the document

Change “100” to “200” in the drop down box

You will be able to read the paper easily
