We've needed outside observers in many big cities, by now, I'd say for a couple of generations. It's not funny, and our government is not handling the issue of honest elections well at all.
Not commonly known, but the US funds the development of two-party systems all over the world, including a 50 million dollar a year effort in Russia - until we got kicked out. The international organs are mirrors/extension of the national GOP and Democratic parties. The internationalization of politics proceeds apace, underneath the radar. Not secret at all, lots of entries in the Congressional record, etc. But well below the attention of the average man in the street.
