The breaker is good but it can be a bit hard to find when you have the machine all jammed up. There should be a regular plug under the sink.

Home depot for sure has a tool that will do it. Back a long time ago there was no hole under the things for allen wrenches so you would have to come down from the top with a socket and a long extension the problem is that nut also holds the blades to the motor. It takes a bit more skill to come in from the top (make sure you get it tight. If there is no hole in the bottom for the allen wrench I would recommend getting somebody that messed with one before to work with you the first time. There is also a slight possibility that the release feature under is not an allan but a nut. If so it is probably metric.
