Someone else might know better, but I think it depends on whether the father is an American citizen whether your grandchild will be considered a natural born citizen. I believe Mitt Romney was born in Mexico, but both his parents were US citizens, therefore, he is considered a natural born US citizen.
Could you be thinking of his father Governor George Romney ?
