Do you understand what a “provisional ballot” is? Do you understand that ALL-—repeat-—ALL provisionals must be double checked AFTER the election before they are officially counted?

If the article is correct, Brunner is not making the cast provisional ballots. The information is mis-matched, yet she is giving them regular ballots.
If the registration info is suspect, and she won’t make them cast provisional ballots, then the fidelity of the election is at stake.
Did you understand what was written?...poll workers cannot make someone use a provisional ballot if they have mismatched information, they must be allowed to vote on the machines. This is going to be a nightmare for those of us working the polls
What part of “these aren’t provisional ballots” are you not catching?
Sounds like Ohio is not using provisional ballots for registrations with data mismatches, even though that’s what they were created for, in part.
