The rules in the Constitution are looser for Senators (as Barak Obama is already one - ergo has passed the paperwork test)...

The rules for POTUS are more stringent.

State election laws are still state election laws. And none of the states are empowered with checking a presidential candidate’s qualifications before placing them on the ballot.
