Local ordinances by definition cannot and do not cover crossing state lines.
You have to get someone with some clout to ask the FBI to investigate. In my county, if the registrar thinks there’s a problem, he can call in the DA, who can call in the FBI.
Whatever can be taken care of at the local level, should be taken care of there.
