I assume the guy has a US passport? If so the first time requirements state you need proof of US citizenship per below correct? The first time he wouldn’t have had a previous US passport. The guy just needs to put it to rest and produce the darn thing already.

Certified birth certificate issued by the city, county or state.
Maybe his passport is mutilated, ergo Michelle accidentally ran it through the wash in one of his pockets :D

But the previous US passport doesn't necessarily prove "natural born citizen" status.
