Why? 100,000 voters and non voters out of 3 million potential voters in Missouri. Saint Louis is typical urban city in America with a very liberal electorate.

Don't forget that the Arch grounds are on the Illinois/Missouri border and that there is easy access from the other side of the Mississippi. That wasn't all Missouri side people.
