what happens if Hawaii has no record of his birth? Will they just say its been lost?
It will still be hand recorded in one of 2 sets of log books...the hospital’s and the clerk of court/registrar of deeds with a valid certificate number referencing a legitimate document. 2 sets of logs should be archived in a fireproof vault somewhere on the island.
