I wonder if the 10th Amendment gives right of access to a State Governer and common citizens to records verifying the qualifications of the President of the United States:

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

Very simplisitic thinking on my part, but the Federal Election Commission doesn't seem to have been very diligent in this matter, and I don't know where to find the policies or Federal Code on this issue (qualifying a Presidential Candidate).
