Yes, they are using a combination of Chinese, then character that appear to be Chinese that are not, and then symbols... on other websites, mostly blogs, etc. where this stuff shows in in Asia, I am seeing some correlation to South Indian script as well. Tiger just now has the four plausble scenarios outlined the best.

We now have another news by Donga Ilbo, a major S. Korean daily, which says that N. Korean Foreign Minister packed a bunch of expensive Russia cavers, pickles, and other food stuffs to bring home. These are supposed to be Chia Head's favorite. He was returning from his official visit to Moscow. Apparently, the baggage is way over 20kg limit set by Aeroflot, actually 50kg. They refused to pay for surcharge for extra weight even after Russians "kindly" offered a discount from 15 Euros per kg to only 5 Euros. They insisted on bring entire package aboard for free.
These guys are such nasty house guests. It appears that Foreign Minister is trying to impress Kim Jong-il. That means he is still alive. However, there are others who like to have Chia's favorites. Or they are putting up a ruse to throw off dogged suspicion by outsiders on Kim's well-being.
