This tactic was used effectively by the Democrats against Bush 41. On the weekend before the election, they dropped a big "bombshell" to discredit Bush.
I think it was something about Iran-Contra that had been claimed, investigated, and discredited long before. But even though it was recycled news, the Bush campaign had no opportunity to respond. Some claim that it was the last straw that caused enough people to defect to Perot for Bush to lose the election.
