The Federal Elections Commission is not. The FEC was founded in 1975 for the sole purpose of administering the campaign finance regulations that came out of Watergate. They are not tasked with checking a presidential candidates qualifications for the office. The simple fact of the matter is that nobody is responsible for checking.
