Partly. Corporate and union donations are now illegal, and to make up for it the government subsidizes the parties based on the number of votes they get. The Liberals passed this law because they expected to always get the largest number of votes, but where they miscalculated was the fact that while their party relied heavily on corporate donations, the Tories have always gotten most of their money from individual donors. So now the Libs are cut out of from the corporate cash, while the Conservatives have been getting more money from individuals and are now collecting a bigger subsidy than the Libs. The Liberal Party has been in dire financial straits for a few years now, which IMO was the main reason Harper called this election- even though he didn’t get a majority, another election would bankrupt the Liberals so he can have his way in Parliament.
