Yep, I’ve done the scrutineer thing as a teenager. Basically, every candidate has the right to send an agent to each poll to observe the voting and the count. It’s so open and so routine that at a polling station that usually covers a dozen or so polls, all of the scrutineers for all candidates get together and arrange to have at least two scrutineers from competing candidates cover each individual poll. Except for the mad dash to the one phone to call in our results (no cell phones back then), it was all very civilized. The count was usually followed by a few drinks with the scrutineers from the other parties.
It really is quaint/wonderful.
We are allowed to question the validity of other voters. From truth, comes strength, eh?
