Nah, can't be. It was termed the "false" hood, so it only stands to reason they were talking about a (mainly) white suburbia, where the youts' play real loud bass dominate whoomp-thump rap music on their car stereos, loud enough that it shakes your chair when they go by.
It's a celebration of hood "culture", when it's done it that way. Particularly the [ahem] lyrics.
