IMHO, there is approximately zero chance this dude was being chased. Once these people are caught they go into "i'm innocent" mode. You stop someone and find guns or drugs on them, "That ain't mine, I'm holding it for a friend!"
This guy didn't think he was going to die and was already getting his defense ready.

“So, if this isn’t yours, why was it in your pants pocket?”
“These are not my pants and i didn’t know it was in there.”
No, not kidding....

More then likely the dead guy was just working on a defense for if he lived but two things in this article made me think it could be plausible. One is the dead guy had just moved to the area three months prior from down state. Two is the victim said the neighborhood near by was getting rough. It is conceivable that being a new guy from another part of the state could have made him a potential target for the local thugs. Just a thought.
The dead guy could also have moved there to look for new victims.

A former cop told me about another cop who planted some drugs on a guy. He said, “He might not have drugs on him tonight. But I guarantee he had some on him last week.”
Not judging anything. Just tellin’ the story.
