I think he did claim to have written a letter, but provided no proof that the letter existed. Sorta like that US birth certificate thing.

Are letters from Senators to Secretaries in the public domain? Or would it have to be subpoenaed in a lawsuit?

Perhaps Secy Paulson could make it available for the public good. The Treasury Dept (and all other govt agencies) has an office specifically for dealings with Members of Congress. A letter written by a Senator to a Department Secretary should be very easily available for all to see. It is official government business. It is our right to see the letter and to know exactly what it says.
