...laws have resulted in the loss of the right to vote in 13 percent of the United States’ African-American adult male population and, in some states, particularly in the South, 40 percent of African-American men are likely to be disenfranchised permanently.

The article is stating in effect that 13% of African American males are felons generally, and in some places 40%.

The article misses its own point:

If true, the problem isn't voting, it is a serious indictment of the community referenced and its moral disintegration. It should also be advocating racial profiling.

If false or exaggerated, it is a racist slander
