Natural born has been defined by Congress. It can include those born abroad under some circumstances. Obama’s mother would have been to young to qualify, however.

Natural born has been defined by Congress.The Congress can't legislatively define a part of the Constitution. For example, read City of Boerne v. Flores (1997)
