Yep. I'm the guy who uncovered that. There are specific citations to Russian law in On Developing Child Support Decision Theory: Principles. When you know enough, it's kind of obvious anyway. The straight percentage of income idea only fits in the context of a strongly managed political economy - where "wealth" is allocated down to the personal level.
