The United States success in interventions abroad, notably counterinsurgencies and counterterrorism, requires more direct coordination and integration of military and non-military efforts, activities, agencies, and personnel than ever before. Arms-length relationships between key departments like the Defense Department and State Department are no longer acceptable.

As usual, exactly 180 degrees out of phase. When the boys rolled into Iraq they found a group ready to roll on Tehran and they stopped them because they were a "terrorist" organization. Had they armed them up and sent them on (ala Patton and the Krauts) life would be so much easier for us, but the state dept. losers would have a lot less to use to justify their existence!
