Is this the Hegelian Principle at work here?

The commies want to do something-like take over the banks.

But they can’t because nobody will stand for it.

So they carefully orchestrate these bad things happening with the money until it’s so bad the people are begging them to do something.

Then, they come up with a solution that was really what they wanted to do in the first place.

By that time the people are ready for it.

I believe this is the root of the problem.
