I’m thinking it is due to foreign investments - pressure from those foreign entities to have the USA save their dollars.

Me thinks Rove is at work here - manifest the malfeasance by going along with the Dems until they hang in their own noose.
1. Bush gamed-out how the Dems would behave.
2. The Dems did, indeed, go hog wild, loading up the bill with indefensible pork.
3. This created the opening for McCain to seize control of the issue.
It's one of the most masterful political maneuvers in modern history!
IMHO, it’s to fire up the conservative base, the masses. If he was against it then we conservative’s would not be fired up and calling everyone in D. C. and talk radio.
