I've read the transcript. It appeared in an A.P. story at the time that is available on Lexis-Nexis. Biden began by commenting that Bishop Desmond Tutu had said that the Reagan policy toward the South African regime was "nauseating." George Schultz, then secretary of state, responded to Biden by saying that such a statement was "nuts." I'll restrict my quotation to what appears to be the climax:
Biden: But I want to tell you something, what disturbs me more than the policy, what we call the policy, is the rationale for the policy. You set out in four principles that you adhere to. On page 14 (you say) 'We must not become part of South Africa's problem. We must remain part of the solution. We must not aim to impose ourselves, our solutions, or our favorites in South Africa.'Dammit, we (do) have favorites in South Africa. The favorites in South Africa are the people who are being repressed by the ugly white regime. We have favorites. Our loyality is not to South Africa, it's to South Africans. And the South Africans are majority black, and they are being excoriated. It's not to some stupid public government over there. It is not the Afrikaner regime. We have no loyalty to them. We have no loyality to South Africa. It's to (black) South Africans...

(Pounding the table for emphasis) The have begged; they have borrowed; they have crawled, and now they've taken up arms.

Biden (Referring to the South African timetable for ending apartheid called for by Reagan): What is our timetable? What are we saying to that repugnant regime? Are we saying you've got 20 days, 20 months, 20 years? We ask them to put up a timetable. What is our timetable? Where do we stand morally?

Given that the topic over which Biden was going crazy was his opposition to apartheid, it is hard to see how his delivery would now, over twenty years later, be taken to be evidence of his being temperamentally unqualified to be president.

Given that the topic over which Biden was going crazy was his opposition to apartheid, it is hard to see how his delivery would now, over twenty years later, be taken to be evidence of his being temperamentally unqualified to be president.

From my memory, a lot of what he said was edited out of that story you posted. Also there was a lot of visual action. This is something you have to SEE to understand what a complete meltdown it was. So how was I able to remember this? Because Biden's performance was so astoundingly amazing that a friend of mine, Rob Timmons, and I were later laughing about it.

Oh, and later Biden himself said he was incredibly embarrassed when he viewed that video.

Folks, trust me. When you SEE this video you will realize that it is a campaign killer for Biden.
