The Drudgereport ad positions are “leased” out to ad networks who buy and broker lots of impressions - reselling them as part of a network (of sites) offering to advertisers.
Drudge’s “news” operation is one thing, but his ad sales and placement is farmed out to a number of ad networks who pay him for bulk impressions. To a limited level he probably has control over the ads that run on his site, but the advertisers probably don’t enjoy any such leverage. It’s a take it or leave it proposition in that regard.
