Hoover was the worst Republican.
Carter must rank with the worst ever, but I am sure there are other contenders. Wilson, maybe? Not sure about possible candidates from the 19th century.
I too think you meant Hoover. Coolidge was one of the best, maybe only second to Reagan.

I believe you are right. This is not Bush's fault, he is between a rock and a hard place in the bailout. This is a mess created by Socialist Democrats in Congress, Obama's boys, and was created to try and tilt the election in Obamas favor.
