The Bavarian Police DID arrest Hitler after the 1923 Putsch... that’s how he ended up in prison after all... by 1934, during the Night of the long knives, he was already appointed Chancellor, had special powers ceded by the Parliament and the Nazi party controlled the police.

Do you think Germany should have had a rendition program (similar to what the US has right now) in order to prevent dangerous criminals like Hitler from acquiring power ?

Well I guess the best thing would have been if Hitler would have been among those shot by the Bavarian Police in Munich 1923... or better died in WW1 before starting his political career in the first place.
