They focused on the people taking photos in the background, not her.
They got the back of her while showing Kissinger.

They focused on the people taking photos in the background, not her. That was intentional. It is a technique. The point of the photo is to say "Hey look at how intently the press are following this lady."

Oh, that was a Reuters Photog.
Maybe a stringer or freelancer. He must have missed the VOTE taken by the US “networks” to BAN photos unless reporters could go into the meetings with her.
